CITY OF NEWARK ANNOUNCES POLICE LAYOFFS ARE EFFECTIVE AS OF TUESDAY, NOVEMBER 30; POLICE DEPARTMENT HAS INITIATED A FIVE-PART PLAN TO COUNTER ANY EFFECTS OF THESE REDUCTIONS IN FORCE

Binside TV received the following official statement from the office of Newark Mayor Corey Booker about the current police layoffs.

Mayor Cory A. Booker, Acting Business Administrator Julien X. Neals, Esq., and Police Director Garry F. McCarthy announced today that the City of Newark laid off 167 police officers effective today, Tuesday, November 30, as a result of the Fraternal Order of Police union leadership's refusal to put the City's one-year counter proposal to a vote by the union's entire membership.

The FOP's rejection of the City's counter proposal contradicts public statements made on Saturday, November 20, by the FOP leadership that it would put the City's proposal to a vote by its entire membership. The City's one-year counter proposal would have eliminated raises, uniform allowance, stress pay, and reduced overtime, replacing it with non-paid time off, for the 167 police officers affected by the layoffs.

In addition, the City's counter proposal called for $3.7 million savings through 10 days deferred pay, a $1.2 million reduction in overtime, and $1.9 million savings in a giveback of five days pay. The counter proposal also called for officers subject to the layoff to give back a total of $2.71 million in concessions on uniform allowances, stress pay, and overtime, which was originally part of a prior FOP proposal. The City expected to save approximately $9.5 million through this proposal, which would have prevented the layoffs and helped close Newark's projected 2011 budget gap.

"Yesterday the Fraternal Order of Police leadership notified me that they will not put the City's proposed layoff avoidance measures to a vote by their membership. Without union concessions, the City has no choice but to lay off 167 of our officers. This is a time of tremendous budget pressure across the state, brought on by the worst national economy in over 70 years, and we remain hopeful that the FOP leadership will follow the lead of other New Jersey police unions and make concessions moving forward. While it is too late to avoid these layoffs, the door is not closed to further negotiation, which we hope might result in the rehiring of some or all of these dedicated officers. The City's budget situation has not changed, and concessions are still needed if we are to consider bringing back officers in the near future – anything the FOP can do to help us hit our budget target while keeping as many officers as possible on the job will always be welcome," said Mayor Booker. The Mayor also noted that the City is committed to continuing the vital work of protecting its residents and upholding public safety.

"The Police Department has initiated a five-part plan to counter any effects of these reductions in force. The plan consists of a response time improvement strategy, which includes a redesign of 9-1-1 communications procedures; a top-down reorganization of the Department to maintain the number of officers assigned to patrol and other street-level functions; new partnerships with federal agencies, which will bring additional resources and powerful law enforcement tools to our city; new investments in crime-fighting technology; and a new community relations, gang and drug strategy designed in partnership with John Jay College. These are trying times, but Newark will push forward with strength as it always has, and will continue setting the national standard for improvements and innovations in public safety," the Mayor added.

The Mayor also noted that he and every other department and union in the City have taken massive pay and budget cuts, which have included hiring freezes and furloughs.

"We expected to save $9.5 million through this proposal which would have helped us close the 2011 budget gap. These layoffs are an unfortunate and unavoidable consequence of a national economic crisis and are necessary to ensure the City remains fiscally solvent," said Acting Business Administrator Neals.

The Mayor's dedication to public safety over the past four years has led to dramatic reductions in crime. The City of Newark will still have 1,133 officers on the force, even after the layoffs, which is still more police officers per capita than any City in the state, and among the most per capita of any City in the nation.

"I don't want to have to lay off one single officer or demote one supervisor, but it's critical to the progress we are making, and there is more riding on that than the fate of 167 cops," said Police Director McCarthy. "This layoff also impacts 167 families, some of whom have suffered layoffs from other jobs. We struggled to find savings, but we came up $11 million short. The Superior Officers' Association made concessions that prevented demotions, but the FOP would not make concessions."

Mayor Booker also pointed out that other communities across the state and nation have called upon and received givebacks from police unions. In Allentown, Pennsylvania, the Police Union gave up an 8 percent salary increase, three holidays and extra pay, and reduced compensation for court appearances. These concessions have resulted in a savings for the community of $6.6 million over the next five years.

San Bernardino, California, has seen its officers forego 10 percent of their wages, pick up $400 in monthly medical costs, and forego a $950 uniform allowance, which saved that City $2.7 million in a two-year concessions deal. Dayton, Ohio, has a wage freeze, five loss days, and a 50 percent increase in employee contributions for health car premiums, saving that City more than $800,000 in wages and benefits through 2011.

In New Jersey, Princeton Township has eliminated reimbursements for college tuition and uniform allowances have been cut. In Manalapan, the union agreed to contribute to health benefits a year earlier than required by its contract. Officers in the Monmouth County township will also forego overtime for the next 18 months.

RIHANNA TIRED OF TALKING ABOUT CHRIS BROWN TWITTER RANT TO FANS

Rihanna and her ex-boyfriend Chris Brown both took to Twitter to talk about their breakup. Rihanna admitted that she’s tired about answering questions about the night Chris Brown assaulted her up during the Grammy Awards.

Chris Brown and Rihanna have moved on from their rocky relationship, and the two singers took to Twitter over the weekend to urge their fans and the media to get onboard.

The messages started when a fan of Rihanna’s asked the singer to avoid speaking about her relationship with Brown, which ended in February 2009 after Brown assaulted Rihanna on the eve of the Grammy Awards. Rihanna was more than open to responding to the inquiry.

“AGREED! People won’t stop asking about it! It’s f—in’ annoying! Nobody wants to relive that, but some ppl can’t respect that!” she wrote.

“I get it,” Rihanna continued in her next message. “They wanna raise awareness to young girls! But it ends up just making me look bitter, pitiful, spiteful and angry!”

Since Brown and Rihanna’s altercation, which left her battered and bruised and him on probation and sentenced to 180 days of community labor, which he’s already completed, the two have been ordered to stay away from each other by a California judge. Each, however, has moved on. Rihanna is dating baseball player Matt Kemp and Brown has regained his pop culture footing following a heartfelt Michael Jackson tribute during the BET Awards.

Brown also sent a message to his and Rihanna’s fans on Twitter asking that “Team Breezy” and the “Rihanna Navy” make nice with each other.

“Y’all starting to sound extremely childish! #teambreezy and #rihannanavy It’s pointless,” he wrote. “Love team breezy & thank you rihannanavy for supporting ya girl.”[mtv]
